Kelsey's Law

On January 8, 2013, the Michigan Legislature enacted “Kelsey’s Law,” which becomes effective on March 28, 2013. Kelsey’s Law makes it illegal for a driver with a level 1 or 2 graduated driver’s license to use a cell phone while driving, unless reporting a traffic accident, medical emergency, serious road hazard, threat to personal safety, or perpetration of a criminal act. The law does not apply to a voice-operated system integrated into the vehicle. The full text is found here:
